Carter: US Prepared to Do More in Syria

U.S. Defense Secretary Ash Carter said if the U.S. finds additional groups willing to fight Islamic State militants in Syria, he and President Barack Obama are prepared to deploy additional U.S. forces there.

Carter, appearing Sunday on U.S. television, while aboard the aircraft carrier USS Theodore Roosevelt in the South China Sea, said that as the U.S. learned in Iraq and Afghanistan, the key to victory is having local forces capable of keeping the peace once they’ve been helped to win the peace.

"Now those are hard to find in Iraq and Syria.  That’s why it’s going to take some time because we have to help develop, enable, encourage those forces.  So, what you have here is some forces who want to fight ISIL and have shown some effectiveness in fighting ISIL and, if they grow in size, we’ll do more.  If we find additional groups that are willing to fight ISIL, and they’re capable and are vetted, we’ll do more.  The president has indicated a willingness to do more.  I’m certainly prepared to recommend that he do more, but you need to have capable local forces.  That’s the key to sustainable victory," said Carter.

Carter said the number of U.S. troops involved is not what is important, rather it is what they’re doing that matters.

"They have these unique skills to be able to call in airstrikes, to provide intelligence.  So, they are force multipliers for a force that is much larger than 50, but is [composed of] local people," he said.........http://www.voanews.com/content/carter-us-prepared-to-do-more-in-syria/3049660.html

    L'information diffusée par les médias sur le document élaboré par Moscou à l'occasion de la rencontre sur la Syrie à Vienne qui prévoirait une réforme constitutionnelle et des élections en Syrie n'existe pas, a déclaré la porte-parole du ministère russe des Affaires étrangères Maria Zakharova.

    Mardi, l'agence Reuters a rapporté l'existence d'un présumé "projet russe", un "texte en huit points, élaboré par Moscou en vue de la seconde session de négociations sur la Syrie" le 14 novembre.

    "L'information de Reuters ne correspond pas à la réalité", a fait remarquer la représentante officielle du ministère russe des Affaires étrangères.

    "Nous menons des consultations avec des collègues sur la base de la déclaration prise à Vienne le 30 octobre et le communiqué de Genève de 2012. Lors de la préparation à la rencontre, nous partons de la nécessité d'élaborer une compréhension commune de ceux qui sont les terroristes et une liste des représentants de l'opposition syrienne qui mènera les négociations avec Damas", a-t-elle ajouté.

    1. Russia’s Proposed Syria Plan Doesn't Drop Assad ...

      Russia has circulated a plan for ending the Syrian civil war that calls for drafting a new constitution in up to 18 months, followed by presidential elections in 2017. Syrian opposition groups say the Russian proposals are aimed at keeping President Bashar al-Assad in power and are unacceptable.

      Western diplomats said it appears Moscow will try to advance its proposals during the next round of international talks on the Syrian crisis on Saturday. However, they indicated it would not gain wide support from the many delegations expected to meet in Vienna.

      The Russian document obtained by Western media says Moscow is offering "an approach to the settlement of the Syrian crisis," not yet a formal peace plan. All who have seen the eight-point draft say it makes no mention of Assad stepping down during any future political transition in Damascus – a demand by all opposition groups involved in the Syrian civil war, the United States and its allies, and many Arab nations.

      A member of the Western-backed Syrian National Coalition denounced the Russian proposals emphatically.
