The new treaty is based on the Treaty of Friendship and Cooperation of 2008 that fixed Russia’s recognition of Abkhazia.
Under the treaty, Russia will extend the aid to Abkhazia to over $100 million (5 billion rubles) in 2015, Russian President Vladimir Putin said Monday.
“In 2015, 5 billion roubles will be disbursed to Abkhazia for implementing the treaty,” Putin told the media.
Putin also said Russia and Abkhazia will consider creation of transit railways between Moscow, Sukhumi, Tbilisi and Erevan.
“If all the parties agree, we believe it is possible to jointly consider this project and then construct transit railways, connecting Georgian cities of Sukhumi and Tbilisi with Armenia on one side and Russia on the other”, Putin told the media.
Earlier Vladimir Pution sai Russia would double aid to Abkhazia. "We're planning to double aid as compared with last year and the current year," Putin said at a meeting with Abkhazian President Raul Khadzhimba.

Following their talks, Mr Putin and Mr Khadzhimba signed the Agreement between the Russian Federation and the Republic of Abkhazia on Alliance and Strategic Partnership and made press statements.
Under the Agreement’s terms, Russia and Abkhazia will focus on developing their alliance and strategic partnership through coordinating foreign policy, developing a common defence and security space, establishing a common social and economic space, assisting Abkhazia in its socioeconomic development, and preserving a common cultural, spiritual and humanitarian space.
In particular, under the Agreement, Russia will make a comprehensive effort to help Abkhazia strengthen its international ties.

"The United States’ position on Abkhazia and South Ossetia remains clear: these regions are integral parts of Georgia, and we continue to support Georgia’s independence, its sovereignty, and its territorial integrity.
The United States will not recognize the legitimacy of any so-called “treaty” between Georgia’s Abkhazia region and the Russian Federation.

Just like earlier agreements signed between the Russian Federation and Abkhazia, this violates Georgia’s sovereignty and territorial integrity, contradicts principles of international law and the international commitments of the Russian Federation, including the 12 August 2008 Agreement and its Implementing Measures of 8 September 2008.

ReplyDeleteGeorgien wird laut Regierungschef Irakli Garibaschwili in Frage der territorialen Integrität nicht auf Kompromisse eingehen. So kommentierte er die Unterzeichnung eines russisch-abchasischen Abkommens über die Aufstellung einer gemeinsamen Truppengruppe.
Russlands Präsident Wladimir Putin und der abchasische Staatschef Raul Chadschimba hatten am Montag in Moskau einen Vertrag über Verbündetenbeziehungen und strategische Partnerschaft beider Staaten unterzeichnet.
Der Vertrag sieht die Etablierung eines gemeinsamen Verteidigungs- und Sicherheitsraums sowie die Aufstellung einer gemeinsamen Truppengruppe unter einem einheitlichen Kommando vor. Ferner garantiert der Vertrag dem südkaukasischen Staat eine Verbesserung der sozialen und medizinischen Standards und die Erhöhung von Renten und Gehältern bis auf den russischen Durchschnitt.

ReplyDeleteRussia’s relations with Abkhazia and South Ossetia are relations between sovereign states that are developed based on international law principles, Russian Foreign Minister Sergey Lavrov told a news conference on Friday.
“Relations between Russia and Abkhazia, Russia and South Ossetia — are relations between sovereign states and these relations are developed based on international law principles and infringe nobody’s interests,” Lavrov said.
New agreement between Russia and Abkhazia are not related to Geneva discussions on Transcaucasia, he added.
Lavrov also didn't rule out the meeting beetween presidents of Russian and Georgia.

South Ossetia and Russia may sign new allied treaty early in 2015...
ReplyDeleteThe Republic of South Ossetia and Russia may sign a new treaty on allied relations and partnership early in 2015, South Ossetian President Leonid Tibilov told TASS on Wednesday.
“The work on the treaty has got under way. Consultations with the presidential administration are being held; we expect the Russian side to reply to our proposals soon. We can say that preliminarily the treaty may be signed in late January-early February next year,” the South Ossetian president said.
According to Tibilov, the treaty will help South Ossetia to strengthen its security and get new opportunities for socio-economic development.
“Despite a change in leadership, nothing has changed in Georgia since the military aggression (against South Ossetia) in August 2008. South Ossetia and Abkhazia remain targets for Georgia’s military aggression. ReplyDeleteA new treaty envisaging closer military and economic ties between Russia and Abkhazia is not threatening security of other countries, including Georgia, the Russian Foreign Ministry said on Wednesday.
Commenting on the results of the 30th round of the Geneva discussions on security in the Transcaucasus region held on December 9-10, the ministry said that Georgia's strive to join NATO and the alliance's plans to build its military infrastructure on the territory of the country leads to the deterioration of the security situation in the region.
