The meeting on November 26 was a “protocol” one, in a series of talks between held between foreign ambassadors and Mitov, who was caretaker foreign minister in the interim cabinet appointed in August and was confirmed in the portfolio when Boiko Borissov’s government came to power on November 7.
Relations between Moscow and Sofia have had their tense moments in recent months, with the Kremlin hitting out at Bulgaria over its pro-Western stance and, after the caretaker cabinet took office, Bulgaria’s firmer critical position over Russia’s illegal actions in Ukraine.
Russia was irked by a Bulgarian defence policy draft document in August and also has singled out head of state President Rossen Plevneliev for attack. In October, Mitov issued a strong statement after Russia accused Bulgaria of “betrayal” over an intended shift to using Western fighter aircraft.
According to a statement by Bulgaria’s Foreign Minister, Mitov and Isakov conducted a short overview of the main aspects of bilateral relations, “and agreed that they should be developed on the basis of mutual respect, in spite of the existing differences in the positions on issues”.
The Foreign Minister and the Russian ambassador also discussed co-operation in energy, economy, trade, tourism, culture and other areas, the Foreign Ministry statement said.
Isakov confirmed the Russian position on what Moscow sees as the importance of the South Stream gas pipeline project for European energy security. Mitov said that for Bulgaria, the future of the project depends on its compliance with EU rules.

Russia shelves South Stream gas pipeline plans, blames Bulgaria...
ReplyDeleteRussian president Vladimir Putin said on December 1 that state-owned gas monopoly Gazprom would shelve plans to build the South Stream gas pipeline under the Black Sea, meant to bypass the Ukrainian transit route.
“Considering that we still have not received a permit in Bulgaria, we believe that Russia cannot continue the implementation of this project in these circumstances,” Putin said during a visit to Turkey.
“I am talking about the fact that we have to start construction of this pipeline network in the Black Sea. ReplyDeleteThe first reactions from Bulgarian politicians on Russian president Vladimir Putin’s surprising announcement that Moscow would shelve the South Stream pipeline were predictably uneven, given the existing divide in Bulgaria about the benefits of the proposed project.
Putin said, during a visit to Turkey on December 1, that Russia could not push ahead with construction because Bulgaria was yet to issue a construction permit for its stretch of the pipeline, saying that “Bulgaria was deprived of the opportunity to act as a sovereign country” and implying that it was the European Union’s fault that the pipeline could not be built.

ReplyDeleteDie EU-Kommission sieht laut der Energie-Sprecherin Anna-Kaisa Itkonen keine Gründe für eine Entschädigung an Bulgarien wegen des Stopps des South-Stream-Projekts durch Russland.
Die Bauvorbereitungen für den bulgarischen Abschnitt der South-Stream-Gaspipeline waren im Juni auf Eis gelegt worden, weil das Projekt nicht den EU-Normen entspricht. Der russische Präsident Wladimir Putin kündigte am Montag bei seinem Türkei-Besuch an, dass Russland den Bau der South-Stream-Pipeline, über die Gas unter Umgehung der Ukraine bis nach Südeuropa fließen sollte, wegen des Widerstandes der EU und Bulgariens stoppe. Gazprom-Chef Alexej Miller bestätigte, dass das Projekt endgültig vom Tisch sei. Stattdessen soll eine neue Pipeline in die Türkei gebaut werden.
Das Pipelineprojekt müsse den Gesetzen der EU völlig entsprechen, betonte Itkonen am Dienstag.

"Bulgaria sufre mucho por las sanciones, pero siendo como miembro de la Unión Europea y de la OTAN las apoya", dijo.
Borisov explicó que Bulgaria perdió uno de sus principales mercados de venta por el veto agroalimentario con que Rusia respondió a las sanciones de Occidente.
"No podemos exportar carne a raíz del embargo", dijo.

Juncker : la CE et la Bulgarie régleront en commun les questions relatives à South Stream ....
ReplyDeleteLa Commission européenne et la Bulgarie se proposent de chercher en commun une réponse aux questions concernant le projet South Stream, a déclaré le nouveau président de la Commission européenne Jean-Claude Juncker.
Selon M. Juncker, la CE et la Bulgarie travaillent ensemble pour résoudre les questions en suspens. Il a dit qu'il faut faire en sorte que cela soit mieux pour la Bulgarie et l'Europe et a promis de trouver une solution de concert avec le premier ministre bulgare Boïko Borissov. « South Stream peut être construit, les conditions étaient claires depuis longtemps », a signalé Jean-Claude Juncker.
Selon lui, l'Union européenne fera tout pour améliorer les relations avec la Russie, mais elle attend des pas à sa rencontre de la part de la Russie.

La Bulgarie a trouvé comment remplacer South Stream ...
ReplyDeleteLe premier ministre de Bulgarie Boïko Borissov a proposé de construire un entrepôt de gaz à Varna où devait commencer le tronçon bulgare du gazoduc South Stream.
Selon le premier ministre bulgare, la construction pourrait être financée par l'Union européenne. « La Commission européenne paie pour ce hub, nous organisons à Varna un centre de distribution de l'union énergétique et nous devenons le numéro un en matière de diversification », a déclaré M. Borissov.
La construction de South Stream a été suspendue par la Russie le 1er décembre. Le gazoduc devait fournir à l'Europe 67 milliards de m3 de gaz par an.

S&P setzt Kreditwürdigkeit von Bulgarien auf Ramschniveau ...
ReplyDeleteDie Ratingagentur „Standard & Poor's“ hat die Kreditwürdigkeit von Bulgarien wegen des schwächelnden Bankensektors auf Ramschniveau gesenkt.
Zudem haben sich laut S&P auch die Wachstumsaussichten eingetrübt: So erwarte man jetzt für die Jahre 2014 bis 2017 lediglich ein Wirtschaftswachstum von einem Prozent. Die Bonitätsnote werde von bisher "BBB-" auf nur noch "BB+" reduziert, teilte S&P am Freitag in London mit. Es droht aber zumindest keine weitere Herabstufung - der Ausblick für das Rating ist stabil. Bulgarien ist zwar Mitglied der EU, hat aber noch nicht den Euro eingeführt.
