EU Commission in preliminary preparation of sanctions against Russia. – Catherine Ashton

The European Commission has got down to the preliminary preparation of likely sanctions against Russia, although no decision to that end has been made yet. This came in a statement by Maja Kocijancic, the spokesperson of the EU High Representative for Foreign Affairs and Security Policy Catherine Ashton. Cocijancic said she could confirm that preliminary work has got under way.
On March 6th, the EU summit took the decision to suspend talks with Russia on easing the visa regime, as well as on a new partnership agreement.


The participants in the summit warned that if there were no sign of détente in Ukraine, the European Union could cancel the EU-Russia summit, due in June, and could also draw up the “black list” of Russian functionaries who will be banned from entering the EU countries and whose assets will be blocked.

After that, the European Union could go further still and initiate economic sanctions.

    Russia is to make a series of counter-proposals to resolve the crisis in neighbouring Ukraine, Foreign Minister Sergei Lavrov said on Monday, in response to a document sent by Washington.

    "We prepared, together with members of the Russian Security Council, our counter-proposals.   2. Комментарий Департамента информации и печати МИД России в связи с высказываниями Постпреда США при ОБСЕ Д.Баэра...

    В Москве обратили внимание на высказывания Постпреда США при ОБСЕ Д.Баэра на специальном заседании Постсовета ОБСЕ 7 марта с.г. Американский дипломат призвал российские власти оказать помощь в свободном посещении военными наблюдателями ряда стран-участниц ОБСЕ территории Крыма.

    Удивляет сама постановка вопроса, обращенного явно не по адресу. Исходим из того, что любая мониторинговая деятельность ОБСЕ в Крыму должна согласовываться с законными крымскими властями.

    Вызывает недоумение и то, что господин Баэр ни словом не обмолвился о том, что данный вопрос уже обсуждался в рамках ОБСЕ. Действительно, ряд государств-участников ОБСЕ по запросу киевского режима направил своих военных наблюдателей на Украину. В этой связи российская сторона еще 5 марта с.г. официально проинформировала все государства-участники ОБСЕ о своем отказе в посещении российских военных объектов, дислоцирующихся на территории Крымского полуострова, в силу форс-мажорных обстоятельств.

    Надеемся, что американские дипломаты будут уделять больше внимания действительно опасным и непредсказуемым инцидентам, в частности, последствиям бесконтрольного распространения похищенного боевиками с военных складов оружия и боеприпасов, а также сообщениям о пропаже нескольких десятков переносных зенитно-ракетных комплексов «Игла».

  3. Crimean Tatar leader appeals to Obama ....

    A Crimean Tatar leader has appealed to U.S. President Barack Obama for help amid the "humanitarian and social catastrophe" gripping the Crimea region of Ukraine.

    Refat Chubarov, chairman of the Mejlis of the Crimean Tatar People, asked for U.S. cooperation in a letter sent to President Obama on Saturday.

    In the letter, Chubarov said a humanitarian and social catastrophe was threatening the homeland of the Crimean Tatar people, who make up around 12 percent of the region’s two million inhabitants.

    Emphasizing the "large-scale movement of Russian troops" on Crimea’s streets, Chubarov said: "Military observers from the Organization for Security and Co-operation in Europe have been unable to reach Crimea for over three days.   4. Ukraine: l'UE commence à préparer des sanctions contre la Russie...

    Les services diplomatiques de l'Union européenne ont commencé à préparer des propositions sur des sanctions contre la Russie que l'UE menace de décréter en cas d'absence d'un dialogue efficace entre Moscou et Kiev, a annoncé lundi Maja Kocijancic, porte-parole de la diplomatie européenne.

    "Je ne peux indiquer les délais, mais je peux confirmer que le travail préparatif a démarré", a déclaré Mme Kocijancic.

    Jeudi, le président du Conseil européen Herman Van Rompuy a prévenu à l'issue d'un sommet extraordinaire de l'UE que Bruxelles pourrait introduire contre la Russie des sanctions de visas et des gels d'actifs si un dialogue entre Moscou et Kiev ne démarrait pas sous peu.

    Le président russe Vladimir Poutine a fait remarquer auparavant que dans le monde contemporain où tout était lié et interdépendant le dommage infligé par de telles sanctions serait inévitablement réciproque. Le chef de la diplomatie russe Sergueï Lavrov a espéré pour sa part que l'Occident se rendait bien compte du caractère contreproductif de l'introduction de sanctions unilatérales contre la Russie.

  5. Crimean authorities in dialogue with Crimean Tatars, offer positions in govt...

    The authorities of Crimea (autonomy seeking independence from Ukraine) are engaged in active dialogue with Crimean Tatars and some agreements have already been reached, the peninsula’s Prime Minister Sergei Aksyonov said on Monday, March 10.

    “We have reached certain agreements with them [Crimean Tatars]. My colleagues have told me that they agreed with the offer of positions in the government for their representatives. At a session of the Supreme Soviet [parliament] tomorrow proposals will be put forth on nominations for the post of deputy prime minister and deputy speaker from the Crimean Tatars, as well as to the relevant commission on inter-ethnic relations,” Aksyonov said.

    He stressed that Crimean Tatars would also get two ministerial portfolios, which will “practically double” their representation in the new Crimean government.

    Aksyonov noted that he was personally conducting negotiations with radical members of Crimean Tatars. “I personally know all leaders of formal and informal organisations. My word of principle would be enough for many of them,” he added.

    “We stand for peaceful and friendly co-existence. I know Crimean Tatars better than [Crimean Tatar Majlis (central executive body) leader Refat] Chubarov. There are 800 Crimean Tatars in the Federation of Greco-Roman Wrestling of which I am the president,” Aksyonov said.

    He said the Crimean authorities were ready to double the amount of funding for Crimean Tatars. “They will have the same rights as we do, as citizens of Russia do. They will have no preferences over us and neither will we,” he said.

    Crimean parliament speaker Vladimir Konstantinov said the Crimean authorities would abide by the European Charter for Regional or Minority Languages. “We will adhere to the European language charter and in this respect everything will be democratic,” he said.

    “We have linguistic differences - Ukrainian, Crimean Tatar and Russian languages. But by no means will we repeat the mistakes and do what the Ukrainian authorities did to us over the past 22 years. We will develop both the Ukrainian and Crimean Tatar languages. We will launch special programmes if need be,” the speaker said.

    At the same time, he noted that “more than 80 percent of people speak Russian, and we will take necessary measures to develop the Russian language.

  6. Details of sanctions against Russia to be finalised in London....

    David Cameron indicates asset freezes and travel bans will be imposed within days as tensions continue to escalate in Crimea.

    Western officials will meet in London on Tuesday to identify Russians who will be subject to asset freezes and travel bans that officials hope will persuade Moscow to withdraw its presence from Crimea.

    The sanctions, which the British prime minister, David Cameron, indicated would be imposed within days, come as tensions escalate in the Crimean peninsula, where unidentified men reportedly fired warning shots as they moved into a Ukranian naval base on Monday.

    In Washington, the White House gave its strongest indication yet that Russia is effectively being thrown out of the G8 group of industrialised nations on Monday, and insisted the world community would refuse to accept the results of a Crimean referendum later in the week.

    Barack Obama's press secretary, Jay Carney, said: "It is hard to see the G8 [summit] happening", in Sochi in June.
